The Document Foundation announces LibreOffice 5.4.1 “fresh” and LibreOffice 5.3.6 “still”

The Document Foundation (TDF) announces LibreOffice 5.4.1, the first minor release of the new LibreOffice 5.4 family, which was announced in early August, and LibreOffice 5.3.6, the sixth release of the mature LibreOffice 5.3 family, which was announced in January 2017.

LibreOffice 5.4.1 represents the bleeding edge in term of features, and as such is targeted at technology enthusiasts and early adopters, while LibreOffice 5.3.6 is targeted at conservative users and enterprise deployments.

TDF suggests deploying LibreOffice 5.3.6 with the backing of certified professionals (updated list available at:

This week, USINPAC hosted a business meeting at Center for Innovative Technology for visiting smart-city planners from India. The meeting was co-hosted by Smart City works, first of its kind business actuator and a premier business accelerator with a focus on the built environment aiming to dramatically change the way we design, build, and operate civil infrastructure. The meeting reviewed how communities, corporations can work with technological innovation to transform India’s urban areas and improve basic services, lower energy costs, while maintaining ecological balance.

11th edition of FICCI HEAL gets under way

Secretary, Ministry of Health & Family Welfare, underlines need for investing two-thirds of spending in primary healthcare and enhancing preventive care

NEW DELHI, August 17, 2017. Mr. C K Mishra, Secretary, Ministry of Health & Family Welfare, Government of India, today underlined the need for investing two-thirds of the spending in primary healthcare and enhancing preventive care to keep the requirement of diagnostic care and admission to hospitals in check. As financial resources are limited, it is essential to invest in the right place for optimal results, he said while inaugurating the 11th edition of FICCI HEAL on the theme ‘Indian Healthcare: A Patient’s View’.

Mr. Mishrasaid thatinfrastructure in remote areas was weak and only government establishments were functional in such places; therefore active private sector participation was needed to make quality and affordable healthcare accessible to all.

He said that the new National Health Policy 2017 with the three pillars of accessibility, affordability and quality of care are in line with a patient’s needs. He added that there was a need to customize care and value the choices of a patient.

Recognising FICCI’s efforts in the health care space, Mr. Mishra said that the industry had been forthcoming with policy and reform suggestions, which enabled the government to strengthen its policies. He urged FICCI to develop a framework in conjunction with the government to step the country’s healthcare delivery system.

On the occasion, Mr. Mishra released a Knowledge Paper ‘The healthcare consumer: Understanding expectations & experiences in the patients journey’ prepared by FICCI in collaboration with KANTAR-IMRB. The report is based on interviews with over 5000 patients pan-India from both public and private hospitals. Some key findings show that 61% of the patients rated their overall experience in private hospitals positively as compared to 45% for government hospitals. The report delves on the experiences and expectations of the patient and provides recommendations for the government and healthcare providers.

Mr.Pankaj Patel, President, FICCI, said thatthe government’s intent to increase the public health spend to 2.5%, efforts should be made to increase it to 4% of GDP to meet the universal healthcare goals of the country. He added that long-term financing options from banks are still not available to healthcare providers and this was hampering the penetration of private healthcare in the country. He said that while retention of healthcare services in the tax exemption list under the GST regime is thoughtful and will enable flow of seamless tax credit and improve overall tax compliance, the services rendered by the hospital are exempted from taxes, several input services are subject to GST, which will result in increase in overall cost of care for the patient. Mr. Patel said that FICCI assures the government, its complete support for achieving affordable, accessible and quality healthcare to all Indians.

Sharing a patient’s perspective,Mr. M Damodaran, Founder Chairperson, Excellence Enablers P Ltd & Former Chairman, Securities and Exchange Board of India (SEBI), said that care, patience, dignity and empathy are the four key words that stakeholders must understand to appreciate a patient’s needs. Referring to Gorakhpur tragedy, he said that it is a wake-up call for all and it is time to take stock of the situation and find solutions.

Mr.Damodaran said that there is a need to recognize and reward skilled workforce such as the nursing staff to enable them to render quality services. Challenges would always be there but the need is to find and deliver the best in such situations and not settle for sub-optimal services. He added that while there is a demand to increase outlays for healthcare, it must be understood that outlays do not result in outcome; what is required is action and execution.

Mr. Rahul Khosla, Chair-FICCI Health Services Committee; President, Max Group & Chairman, Max India Ltd., said thathealthcare financing isa huge issue. Healthcare is a sector with infrastructure status, and needed low cost financing options. This will enable creation of last mile connectivity. Besides, there was an acute shortage of skilled manpower and capacities. The need is to build new capacities and re-vitalize existing capacities. He added that there was an urgent need for the government and stakeholders to work collaboratively.

LibreOffice 5.4 released with new features for Writer, Calc and Impress

The Document Foundation announces LibreOffice 5.4, the last major release of the LibreOffice 5.x family, immediately available for Windows, macOS and Linux, and for the cloud. LibreOffice 5.4 adds significant new features in every module, including the usual large number of incremental improvements to Microsoft Office file compatibility.

Shorter, sweeter documents make interoperability easier

Inspired by Leonardo da Vinci’s “simplicity is the ultimate sophistication”, LibreOffice developers have focused on file simplicity as the ultimate document interoperability sophistication. This makes ODF and OOXML files written by the free office suite more robust and easier to exchange with other users than the same documents generated by other office suites.

Thanks to the efforts of developers, the XML description of a new document written by LibreOffice is 50% smaller in the case of ODF (ODT), and around 90% smaller in the case of OOXML (DOCX), in comparison with the same document generated by the leading proprietary office suite. LibreOffice 5.4 highlights

A new standard colour palette has been included, based on the RYB colour model.
File format compatibility has been improved, with better support for EMF vector images. This helps when you’re importing detailed diagrams from other office software.
Imported PDF files are rendered with much better quality, also when inserted into a document, while exported PDF files – from Writer and Impress – support embedded videos (and linked videos if opened with Acrobat Reader).
LibreOffice 5.4 supports OpenPGP keys for signing ODF documents on Linux. If you already use GPG/PGP for signing emails, it ensures the authenticity of your ODF documents regardless of the mode of transport or storage.


In Writer, you can now import AutoText from Microsoft Word DOTM templates.
When you’re exporting or pasting numbered and bulleted lists as plain text, their full structure is preserved.
In the Format menu, you can now create custom watermarks for your documents.
New context menu items have been added for working with sections, footnotes, endnotes and styles.


Calc now includes support for pivot charts, which use data from pivot tables. When the table is updated, the chart is automatically updated as well.
Comments are now easier to manage, with menu commands to show, hide and delete all comments.
When applying conditional formatting to cells, you can now easily change the priority of rules with up and down buttons.
Extra sheet protection options have been added, to optionally allow insertion or deletion of rows and columns.
Lastly, when you’re exporting in CSV format, your settings are remembered for the next export operation.


In Impress, when you’re duplicating an object, you can now specify fractional angles. In addition, your settings are saved for the next duplication operation.


Finally, LibreOffice Online has been improved as well. Performance is better, while the layout adapts responsively to mobile devices. In addition, a read-only mode has been added.

LibreOffice 5.4 has also been improved “under the hood,” thanks to the work of hundreds of volunteers. This translates into an open source office suite which is easier to develop, maintain and debug. Although this is not visible to users, it is extremely important for enterprise deployments.

It might be considered an enabling technology for the cloud of ISPs or the private cloud of enterprises and large organizations. Infosys Wins Three Catalyst Awards at TM Forum Live

Awards for innovative prototype products & services for communication service providers

Infosys, a global leader in consulting, technology, outsourcing and next-generation services, today announced it participated in six of the 32 Catalysts at TM Forum Live – winning three of the seven Catalyst Awards at the annual flagship communications industry event, held in Nice, France. The Awards recognized Infosys’ open innovation to co-create commercially viable prototypes of new digital services and business models.

The three winning Catalysts:

A platform for IoT and Anything as a Service: This Catalyst focused on how operators can attract ecosystem partners to co-create new digital services beyond connectivity through the platform business model. Infosys worked with Vodafone and was recognized for its outstanding performance. The focus was on delivering agility, experience and efficiency to communication service providers and exposing TM Forum Open APIs to third party developers to create new revenue streams enabled by network slicing, edge computing and a service marketplace.

“This Catalyst has brought several leading industry players together to show how platform business models together with orchestration and closed-loop assurance can deliver innovative new services and new revenue streams to our industry,” said Dr. Lester Thomas, Chief Systems Architect, Vodafone Group. “Infosys played an invaluable role in the overall architecture, and in particular, defining the Open APIs and contributing enhancements to the Open API programme.”

Joint Agile Delivery – Phase II: In this Catalyst, Infosys was recognized for ‘Outstanding Use’ of TM Forum Assets and worked with AT&T, Orange, Telecom Italia. This Catalyst has been recognized for continuing efforts towards contributing APIs and processes to TM Forum and has a vision for a ‘standardized and platform-based’ approach to developing and delivering world-class software that capitalizes on cross-organizational synergies to dramatically improve time to market, quality and cost.

“Seamless Joint Agile Delivery across complex partner ecosystem is going to be key for rapid service innovation, delivery and operations. Infosys, along with other major industry partners, collaborated on this catalyst to provide a standardized and platform based approach for service validation and service assurance for Virtual Network Functions (VNFs) and associated Network Services from different suppliers,” said Michel Valette, Tests and Diagnostics Domain Manager, Orange & Stream Leader, Operations Centre of the Future, TM Forum. “Infosys leveraged their rich capabilities on machine learning and artificial intelligence to provide closed loop adaptive service assurance for dynamic network services coming from different partners.”

Logical Factory: Virtualizing Manufacturing for Agility: This Catalyst, developed with BT, Telecom Italia and TWI, built on a prior award-winning Catalyst – the Smart Industrial Manufacturing: Robots as a Service, which demonstrated the use of TMF’s Open-APIs in the Industrial Internet-of-Things domain to order and configure Robots-as-a-Service. In this enhanced version, the scope was expanded to the entire manufacturing and maintenance process lifecycle. TM Forum recognized this Catalyst project in the category for ‘Outstanding Ecosystem Design’ using CurateFx – TM Forum’s digital ecosystem design and management SaaS solution.

TMF Catalysts are quick, member-driven, proof-of-concept projects which leverage TM Forum’s best practices and standards, connect service providers, technology suppliers, and global enterprises to create innovative solutions that address industry challenges. More than 100 member companies participated in the 2017 Catalyst projects which spanned across Open APIs, SDN & NFV, digital health, data monetization, customer experience management, smart cities, the Internet of Everything among others.

NTT Communications Expands Presence in India to Meet Growing Digital Demand

Company launches international data network services and plans to invest more than 160 million USD for data center expansion in India.

NTT Communications Corporation (NTT Com), the ICT solutions and international communications business within the NTT Group (TYO: 9432), today announced the launch of international data network services in India through its affiliate NTT Communications India Network Services (NTTCINS). The acquisition of this licence in India follows the initiation of construction of the Company’s two new data centers in Mumbai and Bangalore, through Netmagic, a subsidiary of NTT Com and one of the leading managed hosting and cloud service providers in India.

This reinforces the Company’s commitment to enable customers with high-quality infrastructure services as well as the management and security services to meet their Information and Communications Technology (ICT) outsourcing needs.

NTT Com acquired Virtual Network Operator – International Long Distance (VNO-ILD) network licence in March this year. NTT Com has been providing Arcstar Universal One services as its international network services, by partnering with local carriers. The Company implements its own value-added services such as Network Virtualization Functions (NVF), while utilizing the infrastructure of its partner carriers in India.

NTT Com is the first Japanese ICT provider of VNO-ILD network licence in India.

On top of this move, NTT Com has decided to invest more than 160 million USD on the two data centers, which will become operational by April 2018. These data centers will add nearly 500,000 square feet of gross floor space at full build. This brings NTT Com’s total gross footprint to 1,100,000 square feet in India.
